People get reckless when some moron is driving 5mph under the speed limit in the left lane blocking faster traffic. If everyone would drive the speed limit or 10mph over at most, and excersize basic common road-going courtesy: traffic would stay flowing, people wouldn't get road rage, and wrecks would be near non-existant. However, the majority of people are inconsiderate/stupid, and it's those inconsiderate/stupid people that cause accidents and road rage. Reducing vehicle speed is not going to change that.
